Evidence at portfolio scale.

Flat-entrance doors are where regulation, resident safety and budgets collide. Our Housing Portfolio Pack gives asset managers and building safety teams block-by-block evidence, priority scoring and the business-plan narrative to release capital for door programmes.

Mostly internal capital, won with a watertight case.

Government building-safety funds target external wall systems, not doors. For fire-door programmes the money usually comes from your own capital plan, which means the quality of your evidence decides the priority.

Social landlords

HRA & business-plan capital programmes

Council Housing Revenue Accounts and housing-association business plans fund planned works in priority order. A risk-ranked, evidenced door programme with clear regulatory drivers gets sequenced ahead of less-evidenced demands.

Fit
Flat-entrance and communal door replacement programmes
Key to scoring
Portfolio priority scoring and duty mapping
Leasehold & private blocks

Service charge, reserve funds & Section 20

Managing agents and RMCs fund works through reserves and consulted major works. Independent evidence makes the consultation clearer and leaseholder challenge less likely.

Fit
Private and mixed-tenure blocks
Key to scoring
Transparent, photographed, door-by-door justification
All duty holders

Regulatory drivers

The Fire Safety (England) Regulations 2022 require annual checks of flat-entrance doors and quarterly checks of communal doors in buildings over 11 metres, on top of RRO 2005 and the Building Safety Act regime. Your pack maps findings to those duties so the case writes itself.

Fit
Buildings over 11m, and good practice below
Key to scoring
Duty, defect, consequence, cost, in that order

Government schemes and regulatory guidance change. Your pack is checked against current guidance when prepared; always confirm the latest position before committing budgets.

What asset teams need

Numbers a board will sign off.

Asset managers don't need persuading that doors matter. They need a defensible, prioritised programme with costs, so it survives scrutiny from finance, audit and residents.
